The given issue of the scientific journal “Vestnik of Institute of Economic Research” contains research papers on economic and legal sciences.
The regional and sectoral economy issues sector opens with the article “Dynamics of consumer spending of the population of the Donetsk People's Republic”, the authors of which has calculated the value and analyzed the structure of the consumer basket of socio-demographic groups of the population living in Donetsk for 2023-2024. In order to neutralize negative trends in the consumer spending structure, it has been suggested to use administrative and market measures, as well as to ensure sustainable growth of the Republic’s economy in order to bring the wages and social payments to the all-Russian level by 2030.
The author of the article “Using the graphic visualization methods in strategic planning of digital transformation of economic industries in the subjects of the Russian Federation” examines the role of visual tools in strategic planning at the state level using the example of SWOT and TOWS analysis, as well as the author's visualization method “Hypothesis Map”, and identifies the differences in their use from that in the commercial sector.
The article “Assessment of the provision of regions with an effective logistics system” examines the structure and principles of management of operational logistics activities, studies the organization of interfunctional and interorganizational logistics coordination, and assesses the provision of regions with an effective logistics system.
The article “Analyzing the approaches to assessing the efficiency of it projects” examines the importance of analyzing the investment projects effectiveness, which becomes especially relevant in the context of significant economic instability. The theoretical value of this research lies in the ordering and classification of key evaluation methods that are associated with the analysis of the investment projects profitability, which contributes to a deeper understanding of their applicability. The practical value of the paper lies in the development of recommendations on using various methods for assessing the effectiveness of various projects, which can significantly improve the accuracy and validity of investment decisions.
The section on industrial economics opens with the paper called “Problems and prospects of development of the Russian industrial complex in the conditions of macro- and microeconomic instability”, which proves that an effective mechanism for the development of the Russian industrial complex is a systematic approach to the development of complex models that takes into account many factors and risks, thereby contributing to sustainable growth and increased competitiveness. Among the main factors limiting the industrial production growth in the Russian Federation over the period 2020-2023, the authors of the article highlight the following: limited supplies of raw materials, lack of domestic demand, high interest rates, personnel shortages, low investment activity, technological lag, sanctions pressure, high tax burden, regulatory barriers and tightening environmental restrictions.
The authors of the article “Optimization of the reproduction process of fixed assets of industrial enterprises of the Donetsk People’s Republic in the context of diagnostics of the economic environment of the republic” conducted a SWOT- and PEST-analysis of the economic environment of the Donetsk People’s Republic and its impact on the reproduction of fixed assets of industrial enterprises of the region, on the basis of which the suggestions on optimization of the process of reproduction of fixed assets at industrial enterprises have been formulated.
The section related to the application of mathematical, statistical and instrumental methods in economics, is presented by the paper called “Development of a system- dynamic model analysis and forecasting of the development trend of the machine-building industry of the Donetsk People's Republic”, which argues for the need to use economic and mathematical modeling tools for the purpose of substantiating management decisions on the development of the machine-building industry of the DPR and forms a set of requirements that the developed economic and mathematical model must meet. The authors have developed a system-dynamic model for analyzing and forecasting the development trends in the machine-building industry of the Donetsk People's Republic, which allows for transparency and validity of decisions made by forecasting the consequences of using various regulators: the volume of government orders, the level of interest rates, tariffs for housing and communal services, tax rates, etc.
Possibilities of using marketing tools and methods of commercial organizations to build pre-university communication with future applicants by universities are discussed in the paper called “The career guidance in the university marketing system”. The authors suggest to consider career guidance campaigns as part of the university promotion processes, and also to justify that the accumulated database of modern and in-demand professions forms the basis for developing educational programs.
In the paper “The role and specifics of logistical infrastructure system in the development of marketing distribution channels” the author’s interest is directed at studying the influence of the specificity of the product range and features of the infrastructure of the distribution systems of commercial organizations on the limitations of building marketing channels of goods distribution (using IKEA as an example), taking into account current trends in the Russian market.
The section devoted to the development of the financial sector is presented in the latest issue of the journal by 2 articles by researchers from several regions of the Russian Federation.
The article “Improving the mechanism of digital tax control of VAT benefits” analyzes the current shortcomings of the tax benefit control mechanism, such as the low automation level, lack of detailed information in declarations and the difficulty of verifying the legitimacy of benefits, on the basis of which measures on improving tax control, including the mandatory issuance of invoices for transactions exempt from VAT, detailing of data in the tax return and the introduction of an automated indicator of the legitimacy of benefits are suggested.
The author of the article “Financial consulting as a tool for overcoming information asymmetry in personal finance management” emphasizes that in terms of information asymmetry, the services of financial consultants act as an effective tool for solving financial problems, and examines the stages of choosing a financial consultant: from defining personal financial goals and consumption levels to assessing the effectiveness of achieving financial goals. It is noted that the creation of an independent institute of financial consultants requires strong support, which consists, in particular, in streamlining the terminology of consulting as a type of professional activity at the legislative level.
The issue ends with the article from the field of legal sciences called “Economic and social measures to minimize economic offenses (using the example of the Donetsk People's Republic)”, the purpose of which is to identify the specifics of economic offenses in the Donetsk People's Republic, analyze the causes of their occurrence and develop suggestions on improving the economic and social measures of influence. The paper showed that the level of the shadow economy in the Republic is higher than the average for the Russian Federation, for example, wages in the informal sector of the economy are higher than those in the formal one. The authors pay special attention to preventive measures, in particular, the elimination of imbalances in the economy.
