The subject of the study was the causes of the dysfunctionality of imported institutional models of innovation infrastructure, as well as scientific approaches to the development of Eurasian institutional models. The relevance of the study is determined by the need for import substitution of Western catch-up institutional models of innovation infrastructure, which in the Russian context do not have a significant impact on the innovative development of the industrial sector. The study was conducted based on an interdisciplinary approach - from the perspective of the cultural-historical concept of civilization, neo-institutional concept, and the concept of phenomenological sociology. One of the main reasons for the dysfunctionality of imported institutions of innovation infrastructure is the principle of methodological individualism, on the basis of which they are constructed. This principle is inherent in the Western model of economic man, oriented towards the basic personality model of Western civilization of the Modern era. Russian economists and entrepreneurs are searching for an alternative model of economic man, but a generally accepted understanding of it is not yet available. Of particular interest is the empathic model of economic man used by the Russian company EFKO. Its essential characteristic is the principles of methodological holism inherent in the basic personality model of the Russian-Eurasian civilization. The norms and rules of the institutional models created within the company, linked to the traditional core values of the basic personality model of the Russian-Eurasian civilization, motivate the innovative behavior of its entrepreneurial leaders. Without reorganizing Western institutional models in the sphere of industrial innovation infrastructure (as in other spheres), engaging the traditional core values of the Russian-Eurasian civilization in reproductive activity is impossible. These values, transmitted by the sociocultural code of the Russian-Eurasian civilization, not fully explicated by scientific methods, can be represented as traditional basic ethical principles. Guided by these values, from the perspective of holistic methodology, it is advisable to develop experimental Eurasian institutional models of industrial innovation infrastructure in the Donetsk People’s Republic.
