Features of human resources potential in the Donetsk People's Republic in terms of focusing on scientific and technological development of the region

Abstract

The article examines human resources as a specific intangible resource of a territory, the level of qualifications and competence of which largely determines the overall socio-economic results of the scientific and technological development of a region. It is shown that the actualization and dynamic use of this potential presuppose an understanding of the characteristics and specific conditions in which it was formed and accumulated. A demographic perspective is presented in the study of the specifics of the DPR's human resources potential, with an emphasis on population migration, particularly among young people, who serve as the foundation for the formation of the region's strategic human resources potential. Furthermore, based on existing empirical research, the dynamics of the psychological well-being of refugees and internally displaced persons from Donbas are examined as a key prerequisite for their inclusion in professional and labor activities. The genetically determined characteristics of the human resources crisis in the DPR, which were already recorded during the formation of the young state, are demonstrated. Based on the human resources indicators of the national scientific and technological development rating, such a professional area as engineering is singled out for a more detailed examination. In this regard, using the potential of an interdisciplinary approach, the specifics of modern scientific and technical work are presented, emphasis is placed on its creative component, and the value of creative employees in the formation of the territory's human resources potential is noted.
