Institutional approach to creating an industrial cluster as a networked entity

Abstract

The work is devoted to the development of institutional conditions for the formation and successful functioning of industrial clusters. Based on the disclosure of the fundamental concepts of the institutional approach: "institutions," "institutional environment," and "institutional changes," as formulated in the works of foreign and domestic scientists, the conclusion is made about the need to implement directed institutional changes to create an appropriate institutional environment for the formation, functioning, and development of industrial clusters. It is substantiated that the state of the institutional environment is the factor that distinguishes a successful cluster from an unsuccessful one. The article identifies the institutions that make up the external and internal institutional environment of an industrial cluster, and provides an approximate list of these institutions. The article also discusses the measurement of the economy's readiness for networking, which is necessary for creating an adequate institutional framework for implementing the cluster approach.
