Abstract

The relevance of the study stems from the need to develop regional innovation infrastructure to ensure technological sovereignty and sustainable economic growth, particularly in conditions of high volatility and uncertainty. The purpose of the study is to identify an optimal model of innovation infrastructure that facilitates effective interaction among innovation process participants and accelerates the commercialization of intellectual property outcomes. The article examines the conceptual foundations of regional innovation infrastructure as a key factor for technological sovereignty and sustainable economic growth. It provides a comprehensive analysis of contemporary innovation development models, including the classical "triple helix" concept and the "open innovation" approach. Special attention is given to key elements of the innovation system: small innovative enterprises, technology platforms, and digital tools for research commercialization. The methodological framework incorporates a systems approach, comparative analysis of international experience, and critical evaluation of various innovation development models. The research results demonstrate that the most promising approach is the "quadruple helix" model, enhanced by open innovation principles. This model creates synergy between government, business, academia, and civil society, increases adaptability to change, and accelerates technology adoption.
