Experience of municipal control and supervisory activities in the Republic of Tatarstan and the possibility of its application in the DPR

Abstract

The article discusses the experience of municipal control and supervisory activities in the Republic of Tatarstan, from the point of view of the possibility of its application in the Donetsk People's Republic.

An analysis of the legal acts that form the system of municipal control is carried out.

It is concluded that the republic has built a clear system for organizing, conducting and evaluating municipal control. Generalization of the experience of municipal control and supervisory activities allows us to draw conclusions that:

– the accumulated experience of municipal control as one of the institutions of state control (supervision), as well as the functions that local governments perform to ensure compliance with mandatory requirements and the rule of law in the Republic of Tatarstan can be used in organizing municipal control in the DPR, including: on the formation of normative -legal basis of municipal control; on the development of standard documents: regulations and administrative regulations for each type of municipal control; bilateral agreements on the transfer by local governments of part of the powers to exercise certain types of control to the level of municipal districts and districts.

– the development of municipal control in the DPR will be characterized by the following significant trends, namely: an increase in feedback from controlled entities; the establishment of a service and partnership model of control and supervisory activities, focused on comfortable and effective interaction between public authorities and business; formation of a system of information and analytical support for control and supervisory activities through appropriate electronic information systems.
