Summarizing the existing practices of operation of business incubators for solving social problems in the Donetsk People's Republic

Abstract

For objective reasons, social problems in the DPR are quite acute. The range of human needs in this area is large, which inevitably leads to the need to involve a significant number of employees. Most social services should be targeted and aimed at meeting a small group of people with specific needs. This opens up wide opportunities for the implementation of private entrepreneurial initiatives, the development of small and micro businesses, and allows us to increase the number of self-employed, which will increase household incomes. However, given the low entrepreneurial initiative of the population of the Russian Federation, and the territory of the DPR in particular, this approach to implementation without active government support is unlikely to be implemented on a mass scale. That is why, within the framework of this study, a business incubator for social projects is considered as a suitable format for putting this kind of idea into practice.

The article analyzes the practice of functioning of Russian and foreign social business incubators, identifies groups of problems that indicate the potential for the implementation of social entrepreneurship in the DPR, and identifies the specifics that require a special approach to implement the ideas of social entrepreneurship in the Republic on a large scale. The idea of a center organizing and supporting social entrepreneurs of the Republic (including as a center for generating and aggregating ideas for the commercialization of social initiatives) was presented, highlighting and justifying the uniqueness of the Republican incubator for social projects.
