The technological platform of the Donetsk People's Republic as the basic subject of technology transfer

The creation of a technological platform in the DPR based on the SBI «Scientific and Technical Center for Innovation and Technology», which carries out technology transfer based on the interaction of all subjects of innovative activity, allowing to accelerate the introduction of intellectual property objects into economic circulation, both when handling a ready-made innovative project and the results of scientific research, is justified. The stages of technology transfer through the proposed platform are proposed: 1) contacting the platform with a ready-made innovative project/research results; 2) examination of ready-made innovative projects and research results; 3) referral of selected innovative projects to the production and technological entities of the innovation infrastructure (certification center, engineering center, prototyping center, collective use center, science park); 4) registration of legal protection for the results of intellectual activity; 5) choice of the method of legal protection results of intellectual activity; 6) marketing of objects of exclusive rights; 7) development of an innovative project; 8) technology transfer to subjects of innovative activity. Based on the analysis of the Russian practice of functioning of technology platforms approved by the Government Commission on High Technologies and Innovations, a list of documents regulating the activities of the proposed technology platform is proposed.
