Model of the state management of the population life quality in the Donetsk People's Republic: regional version

The article considers the problem of forming a model of state management of the population life quality in the Donetsk People’s Republic taking into account the urgent task of ensuring that the quality of life in the coming years corresponds to the achieved average level of the subjects of the Russian Federation as a whole. The subject and object of state management of the quality of life of the population are characterized. The latter is presented in the form of its main target components. Particular emphasis is placed on goal-setting as the initial feature of the control action. The proposed model uses one of the schemes of pragmatic goal-setting - the mutual comparison scheme. Attention is also paid to the issue of finding a balance between praxeological and axiological factors of goal-setting. Five types of control actions are presented and the corresponding basic mechanisms for managing the quality of life of the population are characterized. The role of management tools that ensure the functioning of these mechanisms is emphasized. The need to use projects as such tools is noted, which correlates with the recognition of the effectiveness of the project approach in the context of modern strategic challenges.
