Economic and social measures to minimize economic offenses (using the example of the Donetsk People's Republic)

Abstract

Economic offenses are a threat to the security of society. Therefore, the development of economic and social measures to minimize them is significant. Despite the numerous publications on this issue, regional studies are rare. The purpose of this research is to identify the specifics of economic offenses in the Donetsk People's Republic, analyze their causes and develop suggestions to improve economic and social measures of impact. The research showed that the level of shadow economy in the Republic is higher than the average level in the Russian Federation. Unlike Russia and other developed countries, wages in the informal sector of the economy in the Republic are higher than in the formal. The potential for destructiveness of shadow activity is low. But it is a favorable environment for the corruption. Theoretical analysis revealed that economic offenses are caused by a complex of political, economic, legal, organizational, moral factors. Therefore, a system of countermeasures should be involved to minimize them. The authors focus on preventive measures, especially the elimination of disproportions in the economy.
