Improving the legislation on ensuring economic security of the Donetsk People’s Republic

Abstract

The article considers the direction of legal support for economic security of the Donetsk People's Republic. It is noting that insufficient attention is paid to the issues of practical implementation of the strategy for ensuring economic security at the level of the constituent entities of the Russian Federation. The practice of legislative regulation of regional security is considering, which showed that it is inherent in almost all regions, but does not cover all the basic priorities of ensuring national security defined in the National Security Strategy of the Russian Federation. The model of such legislative regulation of regional security does not meet the requirements of the time. Based on the analysis of regulatory legal acts, it is noted that the Law of the Russian Federation «On Security» requires significant adjustments and clarifications, primarily the legalization of a unified conceptual apparatus in the field of security, the definition of the main parameters of security, basic priorities for ensuring national security, ensuring the interaction of all regulatory legal acts in the field of security. It is emphasizing that the Law «On Security» should be the basis for other regulatory acts in the field of security. A similar situation is with the Law of the DPR «On Security». The composition of the basic priorities of security is determined, which are necessary for adjusting the laws of the Russian Federation and the DPR «On Security». A new structure of the Law of the Donetsk People's Republic «On Security» and the structure of its chapter «Economic Security of the Donetsk People's Republic» are proposed. The structure of the chapter «Economic Security of the Donetsk People's Republic» is elaborating in accordance with the «Methodological Rules for Organizing Legislative Work of Federal Executive Authorities». It ensures the logical development of the research topic and reveals the subject of legal regulation - the economic security of the DPR.
