Tools for overcoming labor poverty as a means of state management of the well-being of the population

Labor poverty is an urgent social problem in Russia, despite the stabilization of economic indicators. The standard of living of many citizens remains low, which underlines the need to analyze the factors contributing to labor poverty. Official data indicate an increase in employment and a decrease in unemployment, but a significant number of workers find themselves below the poverty line due to low wages, unstable labor relations and insufficient qualifications. Labor poverty has not only economic, but also social consequences, affecting the quality of life and social mobility. The growth of underemployment and changes in the structure of the economy, such as digitalization, require new skills from workers. Despite the Government's efforts to improve living conditions, the poverty rate among the working-age population remains high, which negatively affects the socio-economic development of the country. In the context of globalization, the issue of poverty reduction requires a comprehensive approach.
