Abstract

The article investigates the problems associated with the formation and use of instruments of state management of the quality of life of the population for the purpose of practical implementation of management decisions in this area. The lack of elaboration of the concept of "management tool" in the context of the formation of public administration terminology at the present time is shown. The article presents the development of the trend of projectionization in the state management of the quality of life of the population. The strengths of project-based management are highlighted. New tools for managing the quality of life of the population are characterized, focused on assistance and assistance to citizens in forming constructive strategies for dealing with situations of uncertainty. Since the transformation of public administration tools and the processes associated with their implementation at the regional level are significantly influenced by changes in external and internal factors, the main focus of the article is on the need to monitor the effects of these factors and take them into account when using public quality of life management tools. In this context, the expediency of studying social space is shown. The social space of the Donetsk People's Republic is briefly characterized with an emphasis on its spiritual and value subspace. The role of leadership as an indicator of the resilience of public administration in terms of improving the quality of life of a regional society is considered.
