Transformation of digital retail services: trends and prospects

Abstract

The article is devoted to the study of the transformation of digital retail services in an economic and legal context. The trends in the development of marketplaces as the dominant structural element of the digital retail services market are presented, the legal problems of the activities of marketplaces and the legal regulation of consumer protection when purchasing goods remotely are identified. Based on the results of the analysis, ways to solve the identified problems are proposed. The author proposed amendments to the law "On Consumer Rights Protection" regarding the legal consolidation of the categories of "marketplace", "aggregator", "online store" and the introduction of subsidiary liability of the marketplace and the seller in case of providing low-quality goods. In order to ensure a competitive environment in the digital market, it is proposed to consolidate the responsibility of marketplaces/aggregators/online stores to ensure the permanent collection of information about all concluded purchase and sale agreements in a single information system. A number of measures have also been developed both to supplement the Civil Code of the Russian Federation and aimed at increasing the level of digital literacy of the population and consumer awareness regarding the responsibility of the seller, the owner of the marketplace / aggregator / online store in case of violation of delivery deadlines, return of low-quality goods or goods of proper quality.
