Strategic planning of cargo transportation and factors of development of international transport corridors

Abstract

The article analyzes the factors influencing the development of the international transport corridors "North-South" and the Northern Sea Route (NSR) in the context of geopolitical instability and transformation of global logistics. Given the growing role of alternative cargo delivery routes, a methodology for classifying and systematizing key factors (advantages, limitations, prospects and risks) is proposed using the PEST and SWOT analysis approaches. As a result of the study, a comprehensive matrix of ITC development factors was formed, divided into general and specific, where specific factors are presented in a visualized form on the MIRO platform. The matrix is integrated into the structure of strategic cargo transportation planning, which allows considering the multidimensional impact of geopolitical, economic, technological, climatic and legal conditions on the efficiency of the corridors. The findings of the study emphasize the need for interstate coordination, digitalization of logistics processes and the elimination of infrastructural and administrative barriers to ensure sustainable development of the corridors. The results can be used by both government agencies and private logistics operators to improve the competitiveness of Russia's transport routes in the Eurasian space.
