Financial stimulation of inventive activity in Russia and the world

The study is devoted to the analysis of R&D expenditures, which are the main sources of such patentable intellectual property results as inventions. Gross domestic expenditures on research and development as a percentage of GDP and in monetary terms were analyzed for thirty-three states for the period 2013-2022. It is revealed that the reduction of these costs has a negative effect on inventive activity. However, the increase in these costs in the 15 countries considered (including Russia) was accompanied by a decrease in inventive activity, which may indicate that funds are being spent inefficiently. An indicator for evaluating the effectiveness of R&D expenditures has been proposed and tested. In the reviewed EU countries (except Austria and Italy), along with a decrease in inventive activity, the efficiency of R&D spending is also decreasing. Belarus and Russia are among the top five countries in terms of efficiency of R&D spending, despite a decrease in this indicator. The study helped to identify 11 states whose experience in stimulating inventive activity and intellectual property is advisable to study and use in Russia.
