Conceptual basis for the formation of a mechanism for managing the development of regional industry

The article is devoted to the study of the conceptual foundations of the formation of the mechanism for managing the development of regional industry (MURPR). The theoretical basis of the study was formed by the fundamental provisions of economic theory, management theory, regional economics theory and cluster theory, as well as scientific works of domestic and foreign scientists devoted to the development of industrial complexes and the formation of effective management systems. In the course of the study, general scientific and special methods were used: the method of system analysis and synthesis, the method of logical modeling, the method of classification and systematization, the graphical method.
In the article, based on the generalization and systematization of definitions, eight approaches to the definition of «management mechanism» were identified: technocratic, organizational, economic, socio-psychological, systemic, synergetic, institutional and process approaches.
Based on the studied opinions of economists, the author's vision of the interpretation of the concept of «mechanism for managing the development of regional industry» was formed.
The article proposes a structural and logical model of the mechanism for managing the development of regional industry, including target, control, controlled, functional and supporting subsystems. Particular attention is paid to the functional subsystem that ensures the implementation of the main management processes, as well as the role of quasi-clusters as a tool for increasing the competitiveness of regional industry.
The practical significance of the article lies in the possibility of using the developed theoretical provisions and the proposed structural and logical model of the mechanism for managing the development of regional industry to form an effective regional industrial policy.
