Abstract

According to the draft Strategy for Spatial Development of the Russian Federation until 2030, 86% of small and medium-sized towns and 91% of historical settlements were included in the list of support points through which the framework of the settlement system and territorial organization of Russia was formed, which will allow implementing a flexible socio-economic policy for the development of cities of various sizes and rural areas. At the same time, when planning the development of small towns, the functioning of large and medium-sized industrial enterprises in the city is of no small importance. The relevance is due to the fact that these business entities provide jobs for a significant part of the working-age population, are sources of formation of the income part of the city budget, are a manufacturer and supplier of goods and services, etc. However, in the process of market transformations, their production and economic relations with neighboring territories were destroyed. In this regard, it seems appropriate to analyze the presence and state of these links using small territories as an example. The results obtained made it possible to formulate the directions of production and economic links along the line «small town – village».
