"Territorial production complex" and "cluster": commonality and differences of concepts

The presence in the modern academic environment of a wide range of opinions on the definition of the concepts of "cluster" and "territorial production complex" against the background of the lack of generally recognized has led the authors to interest in the problem of commonality and differences of their concepts. Taking into account that it seems almost impossible to find a single and comprehensive definition for such complex terms as "cluster" and TPC due to both the complexity and diversity of the phenomena they designate, and the dependence of the definition on the specifics of a particular study, the authors hypothesize about the possibility of formulating their universal constructs, a comparative analysis of which will make it possible to reasonably distinguish concepts and areas of application, which is the purpose of this study. In the process of achieving it, theoretical research methods (analysis, generalization and systematization) and the methodological platform of the system paradigm were used, which made it possible to identify the basic features and substantiate the constructs of the definitions of "territorial production complex" and "economic cluster". Based on the constructs proposed by the authors, it is concluded that there are both commonalities and differences between them. A common feature is their identification as integral complexes, indicating multicomponence and structurality, the basic differences occur in the following parameters: initial formations, connection characteristics, purposefulness and the mechanism of emergence formation.
