The article suggests a comprehensive system of professional and practical training of personnel in the DPR, which is designed to ensure the influx of people interested in receiving quality educational services at an affordable cost. The mechanism of activating the production activities of industrial enterprises through recycling is described. As a result, a four-factor model of the volume of revenues from resource recycling is presented. In the context of benchmarketing, the issue of the useful operation of the DPR housing stock objects temporarily left by the owners without paying a fee for their public services was considered.
